Starbucks to Enforce Purchase Requirement for Café Access, Including Washrooms, Starting January 27

Starbucks will restrict access to its washrooms, cafés, and patios to paying customers starting January 27, according to a revised policy reported by Bloomberg. The new code of conduct is aimed at making stores more welcoming and regaining customer loyalty.

“This policy aligns with what most retailers already have in place. It helps us prioritize paying customers who wish to enjoy our cafes or need restroom access during their visit,” said Starbucks spokesperson Jaci Anderson.

Key Features of the Revised Policy

The updated code of conduct includes:

•Employee training on managing disruptive behavior

•Prohibitions against harassment, discrimination, smoking, vaping, drug use, panhandling, and consuming outside alcohol

•Enforcement support from local law enforcement if needed

North America-Focused Policy Revision

The new rules will apply exclusively to Starbucks stores across North America, not globally.

Reason for the Change

The revised policy replaces the 2018 rules that allowed non-paying visitors to linger in cafés, which led to incidents like the controversial 2018 Philadelphia case where police were called on two individuals waiting in a store without making a purchase.

Additional Updates: Reusable Cups and Free Refills

In an effort to enhance the customer experience, Starbucks will reintroduce ceramic mugs and expand its free refill policy. Customers, including non-rewards members, can now get free refills on hot or iced brewed coffee if the original order was served in a clean reusable cup, ceramic mug, or glass. Previously, free refills were exclusive to rewards members.
